If I recall correctly, the reason there isn't anything like that is because EX and co. don't really want to be held responsible for anything that can go wrong. If they set up something like that people will think they at least encourage that activity, when really that business is between the individuals doing it.

Besides it's not like there's a lot of activity of that sort.
