Who owns the rights to the Dragon Ball franchise?

Toei owns the anime in Japan.
Shueisha owns the manga in Japan.
Viz licensed the manga in the U.S.
FUNimation licensed the anime in the U.S. and Mexico.
I think Manga Entertainment U.K. owns the distribution rights of the anime in the U.K.
Madman owns the distribution rights of the anime in Australia.
That's all I know.

AB Groupe owns it in most/all of Europe, I believe.

Would Namco Bandai own anything? Since they make the games? Also doesn't Columbia Entertainment own the rights to some of the BGM?

I think Bandai Namco is for the video-games what Toei is for the anime.

I'm really curious how it actually works, as if Shueisha is the owner and mastermind behind everything (they are the ones commanding developers like Spike to develop a game and pay them).
I can imagine Bandai and TOEI having some kind of agreement that they own their own medium but have to pay some percents from sales or paying the rights constantly? Maybe both?

Shueisha and Bird Studios (aka Akira Toriyama).
As you can see on manga volumes and the credits of Jump Ultimate Stars, the rights of every series is owned by Shueisha and its autor.
