I was browsing another sites pictures and a section called Genga Art has pictures from the anime but I don't actually know what they are for.
Like this here.
Can someone please inform me?

Are you unsure of what "genga" means, or what the shot is from?
In a nutshell,
genga is the original/preliminary sketch that is used to paint the actual cel used in the show. Sometimes you'll get the
genga with the cel, or sometimes just on its own.
As for the shot, it's obviously something from the Majin-Vegeta arc

I still ain't sure on what a cel is.
Is it the original artwork of the picture used in the anime?

The term cell comes from a shortening of the word "celluloid". Animations are made of several layers (background, characters etc) some parts of which are transparent. The sheets the art was painted onto used to be made of celluloid, though now different materials are used.

It's spelled "cel" and I believe they use a gelatin base for them nowadays.
