I remember a while back somebody had quoted in their signature a rumour about children yelling into his house and him responding in Cell's voice.

I was just wondering where this rumour came from? I've just always liked that story.

I think the story went that he was practising his Cell voice for Kai and a bunch of kids heard him and yelled "come out and fight us Cell" so he come out yelling "who wants to be absorbed" in his Cell voice. Not sure if it's true or not.

I remember it being just like that except it was for Z and he wasn't practicing before, the kids just challenged him. I have a feeling yours is right, though.

If it was Z then how would the kids known it was Cell's voice?

Cell's voice doesn't go through really drastic changes in the Japanese version (compared to his three completely different voices in English), does it? I know I remember reading that somewhere. If so, it's entirely possible that kids might recognize the voice even though they'd only heard Imperfect/Semi-Perfect Cell before. Though I guess that being possible also depends on just how far in advance they record the voices for episodes.

If it was during Kai, though, then the "short timeframe it could have happened in" issue isn't as big. I'm pretty sure I saw it posted before Kai came out (or at least before Kai got to Cell), though.

What? The same way they'd know during Kai...?

His name is in the credits in both versions (credited as Cell specifically), and Japanese voice actors aren't really obscure mystery people like American ones.

Wakamoto's voice reverberates throughout the country of Japan, of course children would know where he lives. It's where you see a massive power aura surrounding a castle on a hill. Due to his power, women walking near swoon and babies are spontaneously formed in their wombs, while boys are transformed into hulking manbeasts and sometimes spontaneous combustion occurs.

For he is Wakamoto. He is less a man, and more a force of nature.

I think Ringworm may be wondering how he was known if Cell was new to the series at that stage.

To which I guess you'd have to keep in mind that Cell would have been appearing in the anime for well over a year during the original airings.
