Why were insert songs taken out if...

...other songs were left in. Two had narration to drown out the JPN lyrics but another (Mezase Tenkaichi) had it's lyrics heard loud clear? It makes no sense. Even for FUNi back then.

I've wondered that, but I think they might leave the track in when it's long and/or important, because they don't want silence for too long. Then again, they did cut Mezase Tenkaichi out of the battle between Son Goku and Jackie Chun, which changed the feel of the battle entirely.

What likely happened was that Toei probably never sent them a version which includes the missing songs that you speak of.

It's similar to how Umnei no Hi isn't in SSJ2 Gohan's scene in the dub where all that can be heard is Gohan's inner monologue and no music playing.
