In my opinion, Budokai 3.
Vegeta's Sacrafice is beautiful and Twist of Fate kicks so much ass! All the tracks are amazing ranging from Jazzy to Rock, it's a masterpiece. It's one of my favorite video game soundtracks period.

As replacement music or original?
For original the Japanese releases always win because they feature the original Dragon Ball Z soundtrack (synthesised version).
Replacement: Budokai Tenkaichi 2
BT2 has a lot of variety, modernity and it's fitting with whichever game it's used, in this case it was used on RB2 and BHD.

Damn, this is a hard choice. I'm gonna have to go with RB2, B3, or BL.

There were too many games with a soundtrack that's unsurpasabble in the past (Super Butouden 2, Gokuden, DBZ Gaiden on the NES).
But if i will have to select one, the most memorable one, it would be:
Legend of the Super Saiyan (Super Saiya Densetsu) for SNES. It's absolutely beautiful and with the gameplay itself, this was my favorite DBZ Game.

Now that you mention, Dragon Ball Z - Super Gokuden - Assault Chapter (1995) soundtrack is catchy and memorable whether you're a fan of the franchise/series/anime because the music just has that impact. This was composed by Kenji Yamamoto also, I think.
"The Great Demon King Piccolo" is my favourite track it's even better than some of the tracks he composed for Dragon Ball Kai. It definitely would've suited Kai.

Kenji Yamamoto's work on the Super Butoden and Budokai games... The peak of his abilities, plagiarization or no; those soundtracks will always have a spot on my MP3 player.

Budokai 1. Even though I have the knowledge that most of the tracks are plagiarized, I still love Budokai 1's soundtrack. Some of my favorite songs on there are The Battle With All My Force, that unnamed piece that plays on the Cell Games Arena, Full of Tears, and A Hero's Desperation.

Budokai series and Burst Limit. Don't think I've heard much, if any music of games not released in North America. The synthesized Kikuchi stuff in the Sparking! games is great too, vastly prefer that to the replacement scores.

Budokai Tenkaichi 2 and Raging Blast 2. I play "Dark Half" for nearly every fight
Also a big fan of the Faulconer tracks in Legacy of Goku 2. "Super Namek" and "Tropical Islands" especially.

I thought Butoden 3's OST was great! Very energetic! Vegeta's theme is so bad ass in that! Especially arranged.
