Would FUNimation Include The 2008 Special In The Buu Saga?
Since we now know FUNimation is dubbing the Buu Saga, a thought came to mind.
Since the 2008 special, Yo! Son Goku and His Friends Return, takes place after the Buu Saga, perhaps FUNimation will choose to finally dub this and include it. I think it's pretty possible.

As I understand it, they've been after the 2008 special for a while and haven't been able to get it due to licensing issues.

Is the licensing issues with the animation or the music? Funimation will release it on its own in a $60 Blu-Ray/DVD Combo Pack with 80 minutes of drawn out behind-the-scenes features including VAs saying very obvious things about their characters ("Vegeta... he's, uh, he's a tough guy. Real angry. But also, really fun to voice. Really.") and trailers of the thing you just bought and a bunch of other shows you've never heard of (and maybe the Funimation Channel? Do they still do that?). Maybe some postcards with the same artwork you've seen for the past ten years, probably in the newer style that isn't great.
Maaaaybe the fire safety and crossing the street safety bits from decades ago. But with gag dubs.

You aren't far off about the commentary track, though I'm not sure what you mean by "self-serving". I chalk it up to the commenters more interested in joking around than telling much of anything of substance. There are a few nuggets and thankfully it's only 40 minutes. FUNi has produced better commentary tracks, though. Again, I don't actually remember any specifics, but I remember at the time thinking they were far more concerned with talking about how great they were rather than anything about the movie itself. In all honesty, I'd much rather them talk about how great they are instead the typical false modesty or self-deprecation we get from a lot of people, especially actors. Some of the interesting stuff was about the early days of FUNimation. I agree that they don't talk a lot about the movie, but how much would they really have to say about a film had little to do with beyond adapting and acting in. Neither Chris Cason or Chuck Huber are great commentators. Justin Cook would've been a better choice as he keeps things lively and informative.

Yeesh, I get the feeling I'm the only one that actually enjoyed the commentary on Dead Zone. Sure, it didn't have a lot to do with the film or even the series itself (which is sad, but then again, what do you expect when the two actors in the commentary don't have much to do with the series as a whole - they should have gotten like Schemmel and Sabat or something), but it's fun to hear the actors chilling and having a blast.
'Course, that would only be the case if one enjoys those particular actors...so I can see how it's a moot point for a lot.
Anyway, actually on topic - as has been said, there seems to be some kind of issue preventing them from getting the 2008 special, and even if they did get it, I don't really see them shoving it onto a Boo Kai set randomly either. It would likely get some kind of release unto itself, or packaged with something else. If they can wrangle it, it'd be great to shove onto a release alongside Battle of Gods, but otherwise...I dunno. Maybe in some kind of release along with Episode of Bardock and Plan to Destroy the Super Saiyans, if they could ever get the red tape snipped from around those too.
