Funny I was thinking of a Birsu fanfic myself. Good to see someone else had the same idea

Well when Whis said that Goku could become the god of destruction after Bills died, I got the idea that it was more like a position anyone can get if they have the right qualifications (such as god of Earth which Nameks could get...)

So my idea was that Bills started as an alien from a race of cat people (could call them Nekojin or whatever if I couldn't think of a more creative name) and he was the strongest on his planet, and sort of a hero to his people, until they are invaded by the forces under the Arcosians, working for one of Frieza's ancestors, Bills manages to fight off the initial invasion including a fight with a very strong lieutenant, and has to train and prepare to fight the Arcosian emperor, but eventually manages to defeat him.

During the fight the emperor uses an attack based on Frieza's supernova attack, Bills likes it and then decides to try his own version, which is where his signature attack originated from. Afterwards he travels to the Arcosian home planet and wants to destroy it to stop the Arcosians from threatening his people anymore, but there he meets Whis, who tells him that the Arcosians are currently serving as the proxies for the god of destruction while he sleeps, and Whis can't allow Bills to destroy their planet.

Bills tries to destroy it anyway but Whis easily defeats him, and considers killing him, but then he says that he has promise. He says that the current god of destruction is getting very old and will probably die soon, and if Bills can increase his power enough by that time he could be chosen to be the new god of destruction.

So Bills trains by going to Makai and fights the Makaioshin, who I would name Kadab (Dabura's name comes from "abracadabra" so I took this name from it too). Kadab is a tyrant that no one in Makai likes, and he is beating Bills, but through some clever maneuvers and sheer determination Bills manages to win and kills him. The residents of Makai thank him for freeing them from Kadab's rule, including the young Dabura who is only a little kid at the time.

After Bills returns he finds out from Whis that the Arcosian emperor had a son, but that son (Chilled) was defeated by a warrior known as Bardock. He suggests he wants to fight Bardock but Whis says that Bardock would be no match for him, after all Chilled was much weaker than his father.

Bills challenges Whis to another fight to show how he has improved, but he still loses, however he's surprised when Whis lets him become the new god of destruction anyway, saying he's just barely strong enough, but he will still need training.

Whis trains him in things like pressure point attacks and advanced ki techniques, and transforms his ki into the godly kind that can't be detected except by other gods.

During his first assignment as the god of destruction, he wants to destroy the Arcosian homeworld, however the remaining Arcosians strike a deal that they will never bother his home planet again if he lets them live, and they'll even defend his people against anyone else trying to threaten them. Bills agrees, and destroys some other random planets instead.

Then it is revealed that a mysterious being has defeated the Kaioshins and sealed the oldest Kaioshin in a sword, and then he comes to the temple of the god of destruction to try to attack Bills, Bills tells him that he is far too weak and the power he showed against the kaioshins will not be enough to pose a threat to him, but the villain says he was only using a very small amount of his power (to explain why Old Kaioshin said he was weaker than Majin Buu), and he manages to defeat Bills. Whis fights him, but he is beating Whis as well, until Whis uses his ultimate technique: Kaioshinken, which is the evolved, perfected form of Kaio-ken, that multiplies his power thousands of times and lets him easily defeat the villain.

Bills is amazed and intrigued by this technique, and asks Whis to teach it to him. Whis says he can't, because he's the only one who ever managed to master it (Whis was the first Dai Kaioshin but retired, Kaioshinken was his invention but others have only been able to use a weaker version known as Kaio-ken). It's too dangerous for others to learn because when he tried to teach it to the other Kaioshins they died from just attempting it.

When Whis isn't watching Bills tries it anyway, however he is so injured by it he has to sleep for a vast amount of time. When he wakes up Whis is angry at him for trying but impressed that he survived, so continues to train him.

Actually, I kinda like it. Good job.
If I'd change anything though, I'd add some more humor. Beers is a pretty funny guy in the movie; show how he got that way. As of right now, his backstory seems kinda dark.
