What are the chances that..
It's been confirmed that a new composer will be scoring for the Buu arc right? So what are the chances that Toei or whomever is in charge will get that composer to go back and score the rest of the series? Then re-release the series on DVD and Blu-Ray with their music?

Technically, it hasn't been officially confirmed that there will be a new composer. It has only been (very) strongly hinted at by a fellow Kanzenshuuer (Kei) who has contacts inside of Toei.
As for them going back and rescoring Kai, I would speculate that the odds are very low. After all, Kai was initially cancelled because it didn't have much of an impact in Japan, and the Kai-Buu arc won't even air in Japan. It sounds like a budget production. Quite frankly, I'm surprised they even bothered to hire a new composer.

Knowing Toei probably not. And if it were to be re-released in the US with a new score you'd just hear even more complaining about Funi milking the franchise anyway. And how would they go about marketing it? Would they call it Dragonball Z Kai (Insert composer name) edition? And it would add more confusion to the already confusing situation of the different scores for the different Kai DVDs.

The probability is very low, but I wish they would, I'd buy it in an instant. I'd bribe everyone at Toei with sexual favours to get them to do that. Including kinky shit.

Rescoring the show would be for the better considering the Kikuchi replacement is awful but that's very unlikely to happen.
FUNimation 2015 Releases I want:
- Kai 2.0 on Blu-ray
- Kai 2.0 on Blu-ray

Toei is cheap. They don't bother to spend extra money just for it. In addition, Happinet re-released the Japanese DVDs and Blu-rays with the Kikuchi score early this year.
