Naturally all namekians are born from eggs just like Piccolo.

But Piccalo grew into a adult in just 3 years.




Where as Dende still looks like a kid even after many years (even after 9 or 10 years)

To my knowledge, there is no information regarding this, so there is no way of knowing. We do know that Daimao was able to manipulate the characteristics of his children (we see him making Cymbal into a dragon-shaped Demon Clan member, for example, since his job was to search for the Dragon Balls), so it's entirely possible that Daimao intended Piccolo to mature quickly so that he could kill Goku sooner.

Warrior-types growing up quicker would make sense; since they're the designated fighters of Namekian society, ideally they'd stay in their prime as long as possible (just like why Saiyans--being a warrior race--take forever to start growing visibly old and getting weaker with age, even though their lifespan is similar to a human's.) The quicker their bodies develop, the quicker they can get to full strength. The Dragon Clan types on the other hand don't have any need to grow into fully developed bodies (with longer reach, etc. to make them more suitable for fighting) so quickly, so their process of going from little kids through adults is slower.

Both types seem to take forever to actually go from "full-grown adult" to old, though, considering that we know they can live several hundred years without much trouble.
