"Budokai 3" special-edition extra characters

On the back of the PAL budokai 3 specail edition box it says they's "4 Additional playable secret characters" and i'm guessing that the first three are:
Long hair Trunks
King Piccolo
Goku with halo
but who's the forth? any one know how to unlock him/her?

My guess, it was either refering to the "Super Vegeta" fighter that can be unlocked and fought against in Dragon Arena, or it was just a packaging mistake by Bandai. People have said that Super Vegeta is the fourth one, despite the fact he's just a level-99 Vegeta w/t Breakthrough that can only be battled against in DA, though I'm thinking it was just a goof by Bandai. At least Europe's packaging mistake of Budokai 3 "Collectors' Edition" was as minor as that, the poor North American "Greatest Hits" Budokai 3 really got the screw job.

I found out on atari offical website for the game (http://www.atari.com/dbz/uk/index.htm) that the extra player is the "Super Vegeta", At lest they clame it is.
