Now we know beerus is 10 and whis is a 15. Now let's say they are the strongest characters in db verse. Now I have a question how powerful would dbgt characters be. Let's say the scale is 1-15. What power levels would you place on these guys?

Well, Super 17 curbstomped Vegeta, Majuub, and all the other SSJs at once. Somehow, SSJ Goku was able to go on par with him because, well, it was Goku time. After absorbing Goku's energy, Super 17 was able to beat SSJ4 Goku pretty easily.

And yes, I think Beerus at 100% can beat Omega Shenron. Or, at the very least, fight evenly.

I say all the heroes by the end of gt were

Goku is a 5.5
Vegeta is 5.4
Baby was a 5
17 was 5.2
Omega shenron was an 8.
And gogeta was 10.5-11

SSG is a power that Goku said he could never reach on his own. GT verse has Goku obviously reaching those levels of strength. Therefore, SSG is far beyond anything in GT. It's possible they ARE that low.
