You know how so much of Dragon Ball, like many other action-oriented shonen, is about the main cast starting out relatively weak, and constantly needing to push themselves and train to overcome challenges and threats?
Yeah, One Punch-Man takes that concept and flips it upside-down. When we first meet the main character, the hobbyist superhero Saitama, he's already incredibly super-strong. So strong that he takes down every monster or enemy he fights with one blow. As a result, like jcogginsa so eloquently put it, he's "bored as hell."
So the appeal is one part the drama and humor (but mostly humor) of both Saitama's frustration over his power, as well as the reaction, respect, or disbelief of others it causes. The other part is the absolutely kickass action, as both crudely but charmingly drawn by the original webcomic creator ONE, and jaw-droppingly redrawn in the remake version by Murata Yusuke (of Eyeshield 21). I highly recommend reading both versions. An anime adaptation was also announced recently, but I'm not sure how soon it's premiering.
To keep things related to Dragon Ball... this fan-comic is a clever contrast between Vegeta, the guy who's constantly training but almost always lagging behind his rival(s), and Saitama, the guy who's always leagues stronger than everyone else and hates it.

The One Punch Man animated series is premiering in October. The Series Director is Natsume Shingo (the series director of Space Dandy) and Kubota Chikashi is the character designer.

He's on everyone's radar. He is considered by many to be one of the best or perhaps the best artist in the business.
