How strong is General Rildo?
I've seen people say he's around as strong as Mr Boo or Kid Boo. Some say hes even stronger than Boohan
How strong do you place him? Which Boo was Goku talking about when he said Rild was stronger than Boo?

Rildo is said to have ki greater than Majin Boo, but I don't remember in which forms they were comparable. I go with Metal Rildo stronger than Fat Boo and Base Rildo stronger than Base Gohan.

He's as strong as an unspecified form of Majin Boo. I think it makes the most sense to be Mr. Boo, seeing as how he's, y'know, the one form of Majin Boo who still exists, and who both Trunks and Pan would be most (or at all, in Pan's case) familiar with for comparison.
There's the thing with Rild giving Gohan a hard time later, but 1) that's the astoundingly absurd Super 17 arc, and 2) who knows what's going on worth Gohan's power in GT... If I recall, he didn't even go Super Saiyan against Rild or anything.

To find Rild's strength in Dragon Ball GT, I'd like to start at the End of Z. First, I would like to propose this chain for the Buu saga of Z:
Super Vegetto > Gohan-Buu > Gotenks-Buu > Ultimate Gohan > Super Saiyan 3 Gotenks > Super Buu > Base Gotenks (post-RoSaT) > Super Saiyan Gotenks (pre-RoSaT) >/~ Super Saiyan 3 Goku >= Pure Buu > Fat Buu > Pure Evil Buu > Good Buu
Now I'll start at the End of Z.
1. Base Goku (EoZ) ~ Uub > Good Buu
I believe that enraged Uub and Base Goku at the End of Z are stronger than Good Buu.
2. Base Goku (BoGT) ~ Uub (BoGT) > Base Goku (EoZ) ~ Uub (EoZ) > Good Buu
This is just a logical deduction. Goku and Uub trained extensively for five years. But where Goku and Uub stand compared to Z characters, or the other characters at BoGT is ambiguous and guess work.
3. Super Saiyan Goku (BoGT) > Ledgic >~ Base Goku (BoGT) ~ Uub (BoGT) > Base Goku (EoZ) ~ Uub (EoZ) > Good Buu
Goku, Trunks, and Pan depart into space. The first planet they land on is Imegga. Here is Goku's first battle, with Don Kia's bodyguard, Ledgic. The two engage in combat, with Ledgic having just a slight advantage (in my eyes at least.)
4. Luud (Level 3) > Super Saiyan Goku (BoGT) > Luud (Level 2) > Ledgic >~ Base Goku (BoGT) ~ Uub (BoGT) > Base Goku (EoZ) ~ Uub (EoZ) > Good Buu
I'll try to sum up the fight as briefly as I can.
So Luud at Level 2 is already above Goku's base by a good amount, the only reason he wasn't able to easily defeat Goku and Trunks is because he didn't know how to utilize his power.
Next, Luud powers up further by absorbing Pan.
5. Neji > Rivet = Veise > Nutt ~ Luud (Level 3) > Super Saiyan Goku (BoGT) > Luud (Level 2) > Ledgic >~ Base Goku (BoGT) ~ Uub (BoGT) > Base Goku (EoZ) ~ Uub (EoZ) > Good Buu
Long story short, Goku and co. arrive on Planet M2, and encounter the Sigma Force. Goku upon sensing their Ki compliment their power, and note he hasn't met anybody as awesome as them in a long time.
6. Base Goku (M2) >~ Rild > unspecified Buu > Super Mega Cannon Sigma > Neji > Rivet = Veise > Nutt ~ Luud (Level 3) > Super Saiyan Goku (BoGT) > Luud (Level 2) > Ledgic >~ Base Goku (BoGT) ~ Uub (BoGT) > Base Goku (EoZ) ~ Uub (EoZ) > Good Buu
The Sigma Squad then fuse together into their ultimate form, the Super Mega Cannon Sigma. Goku compliments their power, and has a pretty one-sided battle with them.
Goku races back to the ship and regroups with Trunks and Pan, Trunks and Goku comment on Rild's Ki.

Before I make a make my conclusion, I also want to include this:
There are three logical options.
Good Buu: The Buu that's lived on Earth for 15 years with the Z gang.
Pure Buu: The previous major enemy, and the one Goku had an all out battle with.
Gohan-Buu: There's not much logic behind commenting on a middle form of Buu (Super/Buff/Gotenks-Buu). It's like Goku saying someone's Ki is greater than Freeza's and talking about the 50% Freeza that tooled him around, or like Goku comparing Dabra to 2nd form Cell.
I think it's safe to say Good Buu and Pure Buu should be out of the equation here.
In conclusion, I think all of this would place Base Rild above Gohan-Buu.

Also, Giru gives his data on Goku, Pan, and Trunks to the Sigma Force, and they're still confident in taking Goku on, despite seeing his previous Super Saiyan power in Giru's data.GT Chronology wrote:April 24th: Goku and co. defeat Zunama, but the Liu Xing Qiu is stolen by the Para-Para Brothers. According to the GT Perfect Files, Gohan didn't neglect his training during the 5 year gap between Z and GT. We know Gohan was already above Super Buu during Z, so logically he'd only be even stronger by GT. Later in the Super No.17 arc, when old villains escape from Hell to terrorize Earth, Gohan saves Pan from Rild and continues to fight him. If I recall correctly, Rild used his metal beam on Gohan's arm. This isn't exactly proof, just how I see it. It'd make sense that'd he want to match Goku's top power if he's training even harder. At the barest minimum, Base Rildo is in the Super Buu bracket due to being on par with Baby Saga Base Goku, who blasted his way out of a pocket dimension.

Ignoring the bs power logic in GT, Rildo died in his base form from a combined Kamehameha attack from Goku, Pan and Trunks which should put his base form around Fat Buu and Kid Buu level. His metallic form would be pretty close to Buuhan and Vegito, not quite in my opinion.

I'd say that Base Rildo is in the Fat Buu territory, while Hyper Metal Rildo (The red one.) Is in Kid Buu Territory, Once he goes Full Metal Rildo, I'd say he's punching in Buuhan's weight class.

When Frieza and Cell were mentioned in the past for the purpose of showing where a new fighter stands, it seemed likely that their full power was what was being used as a comparison. However, considering the fact that there was more than one Majin Buu, Goku may have not been necessarily referring to the most powerful Buu at the time of comparison. The fact that Mr. Buu was pretty much a separate being from Kid Buu and Super Buu, could mean that it could very well have been Mr. Buu that was being compared to Rildo.
However, taking power scaling and to an extent feats into consideration, Rildo seems to be stronger than Super Buu.

Goku indicated that his training was intended to help Uub learn how to tap into that full strength that he had before while Pure Buu, but by his own admission, the fight they had five years later wasn't a "graduation" fight, indicating that he hadn't fully tapped into that Pure Buu power strength yet. He says it's not a graduation ceremony or anything as extravagant as that, and that he just wanted to have an all out fight with Uub. Goku waited 15 years to have an all out fight with what he was expecting to be Pure Buu and now he's settling for less? I also don't see anything saying Pure Buu level is the limit for Uub's strenght.

If EoZ follows up on the events of BoG and Fukkatsu No F, it would make sense that EoZ Uub is already at Kid Buu level at the very least. Assuming First Form Frieza (after training) in Fukkatsu No F is SSJ 3 / Kid Buu tier, at the very least base Goku has to be far above this by the EoZ. Additionally, Goku in his base form was able to take on Final Form Frieza (after training), so if this is the same Goku that fights Uub, then Uub would have to be extremely powerful. As crazy as this sounds, Uub may even be at a level that can rival Final Form Frieza (not Golden Frieza) judging by how is fight with Goku at the tournament went (though Goku could have been holding back).
However, if we exclude the events of BoG and Fukkatsu No F, then there is a chance that EoZ Uub is nowhere near Kid Buu or even remotely close to that.
As for General Rildo, if we exclude the events of BoG and Fukkatsu No F, I can see his base form being around Mr. Buu tier and his final form being at or around Buuhan level.

I feel EoZ Uub's strength would depend on whether the events of BoG or Fukkatsu No F took place or not. Again, assuming EoZ is after BoG and Fukkatsu No F, then it seems pretty reasonable that Uub at the tournament is around Final Form Frieza level (not Golden Frieza) from Fukkatsu No F, just seeing how well he did against Goku.
However, if Goku never had the same oppoutnities as he did in BoG and Fukkatsu No F, I doubt his base form would have reached Kid Buu tier. Meaning if Uub was Kid Buu level, he would have trashed Base Goku pretty hard at the tournament or Goku would have needed some form of SSJ to avoid taking a major beating.

Since this is GT, I wasn't taking into account BoG and FnF. From a strictly manga standpoint, Goku flat out says Uub > Good Buu, and fights on par with him in base. So Base Goku > Good Buu.

Goku says that someone other than them (the Z Senshi) or Buu "might" win, which, while speaking favorably about Uub, doesn't automatically mean that he thinks that Uub is stronger than Mr. Buu. Additionally, nothing is saying that Goku was going all out against Uub during their Budoukai match. He was trying to goad Uub into getting angry so that Uub would reveal his hidden strength, but even when he got Uub angry, there's no real indicator that Goku was giving it his all.Goku flat out says Uub > Good Buu, and fights on par with him in base.

I don't see how that really favors Good Buu being stronger, not only that, but there's I don't see why Goku would be holding back. He clearly looked like he was putting in effort, and was phased by Uub's attacks.

The fact that he says that someone other than them "might" win means that he's not 100% certain on just how powerful Uub is going to be, and simply believes that he'll be in the range of Goku, Mr. Buu, and the others. His later affirmation that Uub is "as good as expected" still could simply mean that Uub fit right in that range of power he expected he believed he would.
Additionally, he could be fazed and taken back by the power of Uub's attacks and himself still not be giving it his all. Otherwise one would argue that Cell was giving it his all when he was fighting Goku, since Goku was able to significantly hurt him and wear him out. If Goku is suppressing his strength (which is reasonable to assume he would if he's testing Uub's power), then an attack that wouldn't touch him at his full strength is still going to potentially injure him while suppressed.
Additionally, he could be fazed and taken back by the power of Uub's attacks and himself still not be giving it his all. Someone besides us or Buu "might" win, as in this guy might be stronger/as strong as all of us or he won't be. Based on his performance, he clearly matched Goku and his expectations.
We know Cell was suppressed against Goku because he pretty much says it and then later powers up. There's no reason to say Goku was suppressed as it's never mentioned.
