Ok, so a snippet in the Buu saga has Piccolo informing Goku that if they wish for more than one person to be brought back to life at the same time, they will only be able to make two wishes instead of three.
Was this always the case? In the Cell saga, was I simply misunderstanding Dende's explanation concerning how many wishes there'd be, or did he augment the DBs to "2.5" wishes between the Cell games and Buu saga?

When Dende was making the dragonballs, Kurririn asked if they would get three wishes like the Namek balls. Dende said he could.
However, Piccolo asked if they would be able to revive more than one person with a single wish (using "Bring back everyone killed by Cell" as an example).
Dende said "Well that's possible if I make them that way. But then we'll only be able to have two wishes."
I take this to mean, that (during the Cell Saga) Dende made the dragonballs capable of granting three wishes normally, unless you wish for multiple people to be revived. In which case you would only have two wishes.
