The power of Cell-X?
I don't remember too much about him, but if my memory serves me, Towa was harvesting energy or something for him but he got pissed off and moved into a waterfall. Where do you guys feel he places in terms of power? Or what about his potential?
Most Dragon Ball fans are incapable of making a logically sound argument.

Towa was probably screwing with his DNA in an attempt to make him stronger than he was before, once he healed of course, but I honestly don't think things worked out like that since he fled before she finished. That's probably why his offspring were trying to continue gather energy for him once he took refuge behind the waterfall.
The developers may have had more plans for him down the line, but since your character is supposed to beat Cell-X before going on the TMQ for Goku vs. Freeza (which was never released because the game was canceled), I feel like his current state, as of the game's closing, was weaker than than the powers of the two titans clashing on Namek. He might be above base Goku and Freeza's initial final form, but certainly weaker than Super Saiyan Goku, Freeza's 100% and any other "experimentation" Towa might have done during the quest.

But, according to the DBO timeline, Piccolo is no match for the time breakers. Nothing my fiance has translated thus far mentions anything like that about Cell-X. All the information I have on the matter just says that Towa was behind it and she commanded Captain Bacterian to cather the ki for Cell. Cell became impatient and fled to the waterfall cave, and his offspring continue to gather energy for him.
We don't know which timeline this Cell came from or what his power is, let alone if he's one of the Time Breaker members that is out of Piccolo's league (which, until otherwise stated, I'm assuming is only Towa and Mira).

That's what I'm getting at. Towa may have tinkered with him in an attempt to maximize his potential, but he got impatient and fled early. Thus never reaching said potential and actually ending up weaker than Goku and Freeza on Namek.
The developers might have even intended for him to resurface later in the game after he finally gathered all his power or something, but we'll likely never know now. Even if he reappears in Heroes or Xenoverse, it likely won't be the exact same details (or any at all, just "here he is").
