I would love to see something from Ryoo-chimo, character designer of Noein, Tetsuwan Birdy Decode, and series director and character designer of Yozakura Quartet: Hana no Uta. Chimo's designs are very simple but have lovely lines and sense of color. There's a lovely sense of 'cute' to them, but at the same time Chimo has a strong sense of detailed if streamlined anatomy. I think his is the sort of design that would help give Dragon Ball animation a fresh start. It doesn't hurt that he's also friends with a ton of talented animators.
I don't know the names of Japanese artists, as for Americans - Darwyn Cooke, Jim Lee, and Neal Adams.

Nakaba Suzuki, Nanatsu no Taizai's author. It's extremely similar to Toriyama's art at times, but still retains its own uniqueness and charm. I'd like to see what he'd do with Toriyama's characters.
I don't think any other artist's' style would fit Dragon Ball that well.

Gotta say I've never seen Christopher Heart talked about positively. Not the biggest fan of his style but I like what he's done for young artists.
Anyway, on to the question. I'd love to see a lot of prominent western artist draw Dragonball Characters. Jim Lee, Fiona Staples, Humberto Ramos and Joe Madureira would have styles that would do the series justice. Finona Staples would be awesome for early Dragonball stuff specifically.

if you want a BAD manga artist, look n farther than Peter Gray.
I'd love to see Takeshi Obata's (Hikaru no Go, Death Note, Bakuman) take on Dragon Ball. Obata is one of my favourite artists in the manga business and I adore his style. It'd be quite a contrast to Toriyama's simplicity.
... Ooh, or Masakazu Katsura. I've both watched Tiger & Bunny and read I"s recently and would be interested in how his portrayal of Goku and the gang would look. Besides, he's Toriyama's BFF and already collaborates with him on a semi-regular basis.
I also would like to see Real_XXIII (or simply '23') draw some Dragon Ball art. His series of original illustrations featuring his Dark Skinned Girl and Ahoge Girl are the work of a god. Not only does 23 have the ability to draw interesting looking muscles, but he can also draw dynamic poses and communicative art that perfectly expresses not only his love for his craft but his love for cute girls(Potential NSFW content). Seeing some of the Dragon Ball girls drawn by 23 would really kick some major ass.

Please tell me that Ramos's art has improved back from his Peter Parker/Spider-Man days. His art ruined "Death in the Family," by making it the Spider-Chimp vs the Samurai Goblin.
On topic, I've said this before, but I would pay serious money to have Nobuhiro Watsuki draw a Dragon Ball fight scene. Dem speed lines. DROOLS. I'm sure Gyt Kaliba will concur.
