Is kienzan the most Overpowered attack in the DBZ universe?
I mean if Nappa didn't dodge he would've been decapitated and krillin could've just decapitated 2nd form Freeza as well i mean WTF? this is insane how overpowered this attack is.
Considering the fact that Krillin isn't even half as strong as Nappa or Freeza this attack is so overpowered.

Although it's filler, Krillin couldn't even faze Cell with his Kienzan. Although the Kienzan has unique properties in damage dispersing, since it doesn't cover a broad area like more conventional ki attacks, much like the aforementioned ki attacks, the ratio of power between the summoner and the target usually determines how much damage is done, although there's no reason to believe that the limits for something like the Kienzan aren't any higher due to how damage is distributed. But there's also one other thing that needs to be taken into consideration. Speed. No matter how powerful, an easy to dodge attack is still easy to dodge and much like damage dispersing, the ratio of power between the summoner and the target usually determines how easy or difficult it will be to avoid it off of speed alone.

In terms of sheer damaging ability, Krillin did indeed create the most lethal attack in the franchise. However it is not OP, it has major drawbacks that, in the end, make the Kikoho and Final Flash a lot more efficient in my opinion. Namely the area of effect, it is incredibly easy to avoid a Kienzan, Krillin couldn't tag Nappa and only barely tagged Freeza by catching him off guard.

It's to slow and become irrelevant after the Frieza Saga.

I'd say the Taiyoken is the most overpowered attack in the DBZ universe. That attack has a 100% success rate. Taiyoken followed up by an ultimate attack is practically a one hit kill.

Maybe if Krillin took time to improve the technique. Off the top of my head, make it faster, make it controllable, and that one Kienzan Tornado that Krillin does in Multiverse against Tapion? Learn that, and the Kienzan would be the most OP.

Solar Flare became obsolete as soon as it was introduced, with Goku outrunning the light and grabbing Roshi's sunglasses. It only works if the target doesn't know what it is, like against Dodoria. Even characters who know it fall trap to it. Case in point: Piccolo vs Cell. Cell went on a whole spiel about having & knowing all their moves and demonstrated this by using the Kamehameha and Piccolo still didn't see the Solar Flare coming.

Devil mite beam in theory could defeat Frieza and Buu
