Does Yajirobe count as a "fighter?"
I notice nobody ever brings up Yajirobe when talking about the weakest human fighters of the series. Other than Mr. Satan people constantly joke about Yamcha or Chaotsu, but nobody ever brings up Yajirobe.
As far as we know Yajirobe can't even use energy attacks and he can't fly. Yet in the Saiyan saga he was portrayed as the hero who cut off Vegeta's tail.

Yajirobe is a fighter. Just a very, very, very lazy one.

He's actually a pretty tough guy. Sure he becomes a joke later on in the series, but when he was first introduced he was shown as a fairly competent fighter who was easily able to kill one of Piccolo Daimao's children. But I honestly don't get what you mean by 'hero' in the Saiyan arc. Throughout the arc the guy's shown to be a lazy, shiftless bum who does nothing but hide for most of the fight, gets in like maybe two lucky hits, and then gets easily beaten to a pulp by an already severely wounded Vegeta. That's not exactly what I would call hero material.

He's a fighter, not a Z fighter tough. I believe he can manipulate Ki altough we had never seen that in the series.

Yajirobe was able to keep up with Goku who had just barely not won the 22nd Budokai. Goku was tired, sure, but this is still a Goku that was a lot stronger than he was when he blazed through the entire Red Ribbon Army. I'd say anyone who could keep up with that definitely counts as a fighter. Not to mention Yajirobe's training (or attempts at it...) from Kami and Mr. Popo in preparation for the Saiyans.
No, Yajirobe's problem isn't that he's not a fighter, it's that his personality, IE him being pretty cowardly and self-serving. He's #1 on his own priority list, and unlike Goku - who is pretty selfish himself - he's not really willing to put his own life on the line for the rest of the world. His only interest in fighting seems to have come from it's ability to allow him to take down bigger and stronger creatures and eat them. I wouldn't be at all surprised if that was the origin of his strength in the first place, training to get stronger and take down some huge (and delicious) beast from where he lived.

Well, I would say no, considering he lived in the mountains by himself. He just happened to be really strong. It's not like he was training for tournaments or self-improvement like everybody else.

He's definitely superhumanly strong. He also dresses in samurai garb and carries a sword. Is he properly a martial artist, though? I don't know. I'd guess so, after his training with Kari and God, but I don't think he has any interest in pursuing fighting like Goku, Tenshinhan, Piccolo, Kuririn, Yamcha, etc.
He is crazy strong though. Way above Goku and Kuririn at the beginning of the series, and enough of a big deal that in the Saiyan arc the God of Earth is like, "Yeah, him. Get me that guy."

Yajirobe fell all the way from the top of Korin's tower to the ground and smashed right into it, yet survived. He also got up from the ground like it was nothing. This was when he tried to ride a nimbus cloud at the top of the tower and fell through.
How did Yajirobe survived the hundreds of feet drop from the top of Korin's tower?

The guy has always been strong, and there's no question that he counts as a fighter. He's just always on the sidelines.

He's a pretty awesome fighter. Remember how he kicked that dragon thingy's ass that one time? Goku was pretty surprised, too. He just got really lazy after he saw so many people getting stronger than him. He probably figured mooching off Karin and eating was more fun than training to even try and catch up to guys like Kuririn and Goku.

But I'm not sure if I'd brand him a Z-Fighter. Even in the Saiyan arc, he was kinda an outsider in that battle.

He's not part of the core group in any way, but he definitely counts.

He's always reluctant, but is clearly considered part of the team, even if he's almost as sidelined as the aforementioned Chiaotzu. I wouldn't be surprised if he was the human with the biggest potential, considering how insanely strong he was in the Daimao arc.
