Are WE GOTTA POWER and We Were Angels sad tunes?
I was listening to some instrumentals of those themes and I always thought they sounded like a farewell. Is it just me? WE GOTTA POWER with vocals not that much but We Were Angels, both with vocals or just instrumental, always felt like that.
There's a great chance it's just a nostalgia-charged opinion because they remind me of my high school days where I'd go to a classmate's house to play the hell out of Legends, which was awesome, and the game was one of the first times I'd get Dragon Ball characters in Japanese, and it had a WE GOTTA POWER instrumental at the enf.
On the other hand, it might also be because, in hindsight, the Boo arc feels disconnected from the previous arcs with most of the cast changing and the enemies not having previous ties to anything, likely meaning it would be the last story of Dragon Ball.

We were angels DOES sound like a farewell, it has a "Life after death" kinda theme to it too, all endings until now had been pretty happy, so this one did feel like the ending for the last arc of the series.
There's room for only one snake, and one big boss.

We Gotta Power feels incredibly bombastic and not sad in anyway. We Are Angels certainly does have more of a melancholic feel about it.

Many sounds become "sad" in their instrumental versions, let alone when this instrumental version is slower than the normal. But I do not think those you mentioned are sad. To me, even in its normal version, the saddest opening/ending theme comes from Dragon Ball GT, the first ending.

Oh, "Hitori janai", great example. It's kind of ironic that the title means "You're not alone".
