Failed fanfiction synopsis for Return of Cell

Even though the goal's of most Dragon Ball villains has always been either domination or genocide, I always felt that it's way too overused in Dragon Ball. More specifically, I wish there was always different ways for them to go about it. Like with Frieza, there was very little build up to his return, he just comes back to life, trains, then goes to Earth and starts destroying shit, too simple. Here is my idea for the Resurrection of Cell, and how it could be better than Freeza's.

As you know, Dr. Gero modeled Android 16 after his son. However, Android 16 himself also had a daughter, we will call her Lutessa. Lutessa was born shortly before the Red Ribbon Saga, meaning she a bit younger than Goku. Since this arc would take place a bit after FnF, she will be around the age of 30. Lutessa managed to graduate both high school and college with flying colors, and has become a lead scientist at Doreg Inc. (anagram of Dr. Gero). She is trying to find a cure for a certain disease, but simply cannot despite all of her money and resources. She and a crew of other scientists excavate what was once the Cell Games arena. Where they find the remains of the a Cell Jr (keep in mind, in the manga the Cell Jrs only lost their heads). The Cell Jr is taken to a secret lab, where it's DNA is examined. The Cell Jr is revived by using technology similar to that which Dr. Gero used to create Cell.
Cell's revival is complicated, I will probably have to touch on that in the future, but after he's revived is when things are less convoluted.

Cell/Cell jr (whichever) is revived, but only possesses less than 1% of the power he once had. Knowing he would be no match for the likes of Yamcha, Cell realizes he must use a tactical approach before exacting revenge. And Cell must also compromise with Lutessa, as she created a failsafe where if she does then as does Cell, which was done with witchcraft. Lutessa's goal is to turn humanity into cyborgs, and she needs Cell because he is only one who knows how to do such... and that's where I gave up.

In my head it sounded cool, I could have had Cell killed Lutessa immediately but I felt like she should be kept alive and become critical to the plot. It sounded a lot better in my head.
