Is Cabba the strongest U6 Saiyan?

Not talking about him becoming Super Saiyan in he recent episode but before.

Is he the strongest of his race or are there better Saiyans in U6? if yes why Vadoa hasn't brought a better one?

Well I'm pretty sure Cabba said the King of planet Salad was stronger than he was, but seeing as the man was a king I don't think he could just get up and go to a tournament that doesn't really concern him.

This is flawed. Just because he is the king he should be strongest. Kid Vegeta was said to be stronger as King Vegeta. Bardock was rumored to be so as well.

Further more the U6 Saiyans are far more polite. So I doubt the King have to be the strongest just because.

Vegeta said he surpassed his father as a kid, however he never said he did so, while his father was still alive and Bardock was never confirmed stronger than the King either. Only in the Funi dub is his power compared to King Vegeta's and Toriyama considers Bardock an average Saiyan.

But still King Vegeta still was really impressive as well. And again... This isn't U7 Saiyans warrior race where the strongest survives. The king hasn't to be the strongest but instead be more political to keep the peace.

Well Vados was told to get the strongest fighters, and to get a Saiyan, so Cabba is probably either the strongest or the strongest that would agree to participate in the tournament.

As a Super Saiyan, most likely. In his base form, I think he implied the king was stronger than him. Maybe Vados couldn't get him and had to settle with second or third best.

He said the king is proud and strong like Vegeta, but you can tell that he meant strong in general and not literally like Vegeta.
