Do all new Dragon Balls have to be pieces of the Super DBs?

Discussion, generally of an in-universe nature, regarding any aspect of the franchise (including movies, spin-offs, etc.) such as: techniques, character relationships, internal back-history, its universe, and more.

Do all new Dragon Balls have to be pieces of the Super DBs?

So in Super it was revealed that the Namekians created their Dragon Balls by shaving off pieces of a Super Dragon Ball. And Presumably the Earth Dragon Balls were created from these pieces as well(or possibly pieces of the Namekian set, I guess).

So does this mean it's impossible to create a new set from scratch?

Isn't it stated somewhere that Dragon-Clan Namekians are capable of creating new sets of DBs? So is there a warehouse full of Super Dragon Ball shards somewhere for them to use?

Yeah, I'm wondering about that myself. Dende could energize the dormant existing set of Earth dragonballs or he could have created an entirely new set after 100 days. The Z Fighters were pressed for time, so they went with the first option, but where would Wish Orb Slivers have factored in had they done the second?

Could be the first Namekian DBs were made from slivers of the Super DBs but later the Namekians figured out how to make them from scratch. Maybe they wished for the knowledge, or for a warehouse full of DB slivers that they can access from any where :)

Based on the information we have now, it would appear that all other Dragon Ball sets have to be from the Super slivers. No idea how that is supposed to work with the previously mentioned cases, but that's all we have to go on. Can only hope it's expanded on at some point, but knowing Super, I wouldn't hold my breath.

Dende said that he can make DB's from scratch.

Kami probably made them from scratch too. He was send as a kid, and I doubt that his spaceship was containing slivers from wish orbs / super DB's. Also, he said it was some sort of "racial memory / nostalgic feeling" about making them.

I can make bread from scratch, but I still need physical ingredients for the final product. We don't know if Dende's process would literally just create new orbs, or summon Super Dragon Ball slivers that he'd have to whittle down for the 100 days it takes to make new ones.

Without further explanation, the point still stands based on our new information: Super Dragon Balls are the originals, and all others are made from fragments of them.
