Bulma doesn't recognize the Pilaf gang?
I mean I could buy it in Battle of Gods but at this point I feel like she's been around them enough to realize. What the hell?

I assume she does, but just doesn't consider them a threat and doesn't hold a grudge from 30 years ago.

Bulma married and had sex with the guy who tried to murder her, and her friends. Not really surprising she hasn't got a beef with Pilaf, when that lunacy exists. Pilaf also as said is so much less of a threat now. Though I don't think she does know, or I'm pretty sure she'd be against a over 40 year old dating a child.

I'm just wondering why they're there at this point. They're literally on the side just waiting to insert themselves into a gag moment rather than what we saw in the Battle of the Gods movie where they had actual motivation.

She's still older than Bulma is, and is an adult. Childish mindset or not, which need I remind that Goku is even more childish. Just like how GT Goku while being a kid is still older than Pan is. Chi Chi was very upset about him being a kid, and it'd have been very weird for them to do anything together. Goku being wished younger, doesn't make him not an adult. After all the shit she's been through, all the scary life events, I can see her forgetting who these people are. The pilaf gang remembers them.
The Pilaf gang in comparison do not have nearly as eventful lives, and so they stick out as the only people who foiled their schemes.

Mainly because I could see her passively forgetting about the Pilaf gang...I can't imagine she would actively do so. I'll try and give an example in case it's not clear what I'm thinking:
Passive = You completely forgot about your best friend from college but then you bumped into him and remember it all.
Active = You see your best friend from college again after many years and having forgotten about him, who in this case looks exactly the same, but don't remember him at all.
