Can Portals From Vice Shout Time Travel Too?

I was wondering...In Majin Boo saga we saw 3 portals opened by this technique. In those portals people was able to travel between dimensions.
The first one was openend by Boo's angry and he could travel between 2 dimensions which has different time:

After this Gotenks opened another one and could go to the same place:

And the third one was created by Super Boo Gohan...He also opened a lot of portals and Vegetto said those portals would access many dimensions...

And now we saw Black opening another portal:


So, the question is: Can those portals from vice shout time travel too? If it's possible, so anyone who has the power of a SSJ3 or more would be able too. If a single SSJ3 was powerful enough to open it, and super boo gohan was powerful enough to open many portals....What can a SSJ Blue do? Or Beerus or Whis?

Time travel? No, I don't think so. However, if the timelines in the Dragon Ball multiverse are parallel to each other and can be considered alternate dimensions, it might be possible that using the shout would allow you to walk into another timeline without going forwards or backwards in time. Of course, doing so should mean splitting that timeline in two (one where you don't arrive and one where you do).

I don't believe so. There's always been something mystical/magical about beings created with the vision dance. Goku - the only other ssj3, can't create sentient ghost minions with his Ki either.

Boo was a magic demon type entity, & Gotenks had whatever level of magic ability fusion instills, so I'd imagine it's limited to beings with magic abilities.

There's no solid proof of that mind you, just what I've inferred.
