Uh, maybe Zamasu went apeshit in the future timeline and not yet in our timeline? Duh. Don't jump to conclusions. It's very confusing but I have faith that Toriyama will explain everything just fine.

We really don't know the full story, but if Zamasu and Black are one and the same, just because something happens in Universe 10 doesn't mean it's affected by the separate timelines in Universe 7. FE. There might be only one timeline in U10, but 4 in U7 (from Trunks' meddling). So what could end up happening, as per the butterfly effect explanation form Whis in one of the recent episodes, that Black's appearance in U7 and their investigation of in U10 might be the catalyst to creating Black in the first place. Maybe Zamasu met Goku, Vegeta, Beerus and Whis in the Present timeline (which we're about to see very soon) but something happens that causes him to snap, leading himself into Trunks' future with the Time Ring.

It seems there will be two Zamasus. The one of the present and the one of the future, because, why would he create Black and send him to another timeline to destroy humanity? He can just do it in this one. Also I don't think Black is Zamasu.
I have the theory that present Zamasu will create another Black for this timeline and he will fuse with the one from the future. Future Black has a pothala on his left ear so this one could have one in his right ear, It will be invencible as hell
