We have. The Kaioshin(s) of the Seventh Universe. From what we know from Battle of Gods and Dragon Ball Super's Battle of Gods Arc, the Kaioshins are the Gods of Creation and they create life, the Gods of Destructiom destroy life.

I guess he'd mean the specific Kaioshin, Kaio or Kami that created them. I think it could be used as a hook for some new arc, especially considering all the hidden transformations that the Saiyans have, but so far they haven't even mentioned the concept, so I don't think it's very likely idea.

He was just supposed to be the previous Kamisama. There was nothing more real about him than any other one, even in the context of filler (well, aside from the Kami we know whining about how he wasn't human, unlike his predecessor).

Now that you make me think about that, a strange thing is that we do not see "gods" in Dragon Ball actually create something.
- Kami created the Dragon Balls, but in Z we learned this is a power that Namekians have (those "in charge of a planet", maybe?). IIRC, I read in DB wikia that in GT, he created the black star dragon balls even before becoming Kami, right? Also, in Super, it has been briefly mentioned by Champa that Dragon Balls created by Namekians have been created using small parts taken from Super Dragon Balls, right?
-- Also reading DB wikia, at a certain point Kami said that it was possible to restore the moon due to having cut Goku's tail. But did he use some powers of his own, or used the Dragon Balls for that?
- North Kaio. While he must have the powers to recreate/fix his own planet (I don't remember when he got it recreated after Cell destroyed it, sorry), we hardly see him using such powers. Most of the time we see him fixing Goku's damages to his home using human instruments like bricks and wood (because do-it-yourself is more satisfying than using magic?)...
- Other Kaios have had only brief appearances, but I don't remember seeing them "create" something.
- I don't remember seeing U7 Kaioshin, Kibith and old Kaioshin "creating" anything. --- WAIT, READ "UPDATE" BELOW.
- Beerus is the God of Destruction, and we have seen him destroying a planet or two. Like Champa, he's not supposed to create things.
- We have seen Whis and Vados actually create things, with the ring in U6 Tournament arc. But while they are like gods (and even stronger than the Gods of Destruction), in the hierarchical scale they are just "attendants"... they are not referenced as gods, right?

This does not mean anything, it's just a bit strange that -IIRC- we do not see gods of creation creating something.

UPDATE: Now that I think about that, U7 Kaioshin "created" something!!!! When Gohan was training with Z sword, Kaioshin made some objects appear out of nowhere, so Gohan could cut them with the sword! IIRC, the last one was a piece of the harder material of the universe, which caused the Z sword to break, releasing old Kaioshin (I don't remember, who sealed him there?). So, he actually created "something" on-screen (unless he just teleported there those objects from somewhere else), although not significative as a new planet or a new lifeform.
