That looks like an individual DVD of one of the Orange Brick DVDs (particularly number five) which also has episode number 29-35 on it and is presented in 16:9 aspect ratio. They also threw in that quote that appeared on each of the Orange Brick releases. I'd have to say that it's a bootleg (or in the very least, someone created DVD cases for each of his or her Orange Brick sets) that made its way to a video store. I am not 100% sure, though; I've just never heard of this release. Furthermore, I don't think Manga Entertainment ever had anything to do with Dragon Ball. In the U.S., the series is distributed by Funimation and in Australia, the U.K., and possibly Canada, Madman Entertainment is the distributor. I even went on Manga's website and nothing on Dragon Ball comes up.
So I'd say it's a bootleg. I could be wrong.

Singles for the 1st season sold in parts exclusively in the UK.
July 9th 2018 will be remembered as the day Broly became canon.

Did they only do the first season of them? They were all I could find.

Yes as far as I know which might've been due to them not selling well.

Look to the right on the first picture, you can see the GT season sets with the Manga UK logo on them, I also can confirm I have the blu ray for Battle of Gods and Resurrection F and they have the Manga UK logo on them
