Kaioh still dead. Toei got it wrong?

So we had Dragon Ball Super 67 yesterday. By its ending, we got this NEP: everyone trying to get the dragon balls to get a wish; Goku's wish is to revive Kaioh-sama
Buuuuut... If we take Dragon Ball manga chapter 417, Goku, while saying goodbye and telling everyone to not revive him, says Kaioh was revived by Shenlong (the wish was "revive everyone killed by Cell")

In Dragon Ball Z, Kaioh remains dead as plot device to guide Goku into Other World Tournament and being mockery among other Kaiohs. In Dragon Ball Kai, they corrected Goku's line in this specific scene he says Kaioh's is dead. Assuming DBKai has more fidelity to manga and also is a more recent adaptation, I thought Dragon Ball Super's staff was following this anime version, but then we got this (Goku even "forgot to revive Kaioh" in a recent episode, just don't remember which)
Although it's not that relevant and next episode looks to be a filler until we have a new saga, it's still a plot hole and Toei not giving a damn about continuation. What do you think about it? Also, why Toriyama chose to kept Kaioh's halo while he's alive if that confuses the reader?

I can't find the manga raw. If someone have it, please post it here or check by yourself: Dragon Ball 417 page 14, DBZ 192 and Kai 97

Edit: Just found that Kaioh, Bubbles and Gregory were complaining not being revived in Super's episode 3. Totally forgot it

Kaio was never revived in the manga or the anime. Goku specifically said, in the manga, that Kaio could have been revived but he chose not to, so that he could take Goku to where all the other strong fighters in the afterlife were hanging out. I understand a lot of translators got this wrong and that this mistranslation even made it into the English dub of Kai, but...

...what Z had here was word-for-word the same as what was said in the manga. I just checked.

Let me ask you, did you checked Viz's translation? I found this chapter by Viz release and ONLY HERE, ignoring DBZ, Goku says Kaioh rejected being revived. Every other translation I checked (official or fan-made) says Kaioh was revived, and it's vastly known that Viz changed some lines

I didn't look at a translation. I own the Kanzenban and looked at that;

"kaiou-sama mo ima no shenron no de ikikaeretan dakedo yamete ora ni tsukiatte kuretan da ze".
Then I checked the Dragon Box to see if they changed the line in the anime. They didn't.
