Gotta stop you there, because that isn't what Gowasu said. He said that the fusion effects on those who aren't Kaioshin only last an hour.

That could mean that it only lasts an hour unless both fusees are Kaioshin, but it obviously doesn't, since Goku's body managed to maintain permanent fusion in Merged Zamasu. The same applies to Kibito if you want to be hyper-specific on his Kaioshin status. So, by process of deduction, the actual rule has to be that one fusee must be either a Kaioshin or a Shinjin.
