Do we actually have filler?
So, considering that there is no Toriyama manga to guide the anime ... would you guys consider the 68 episodes of DBSuper to all be canon? Would that even make sense?

Its all confusing, but I can explain something. Filler in Dragon Ball Super is potencially non-existent, because it is not based on something previously written... you can't fill a void of content that does not exist. The filler is content put in the middle of something based on a work, either to extend a series, or give the original author more time to finish the story on which it is based.
Basically, if it does not come out in the manga... it's filler, but since there is no manga that makes a base for Super, it's not filler by anime definition, and no, Super is not based on Toyotarō's manga, but everyone of us knows that those episode's intention is to fill between arcs.

It's not filled BUT I'd imagine its definitely filler quality (usually fine but not exciting) and its definitely filling a void between arcs. However by definition it isn't filler...but its totally filling.

It's all a matter of your own perspective. What you think flows with the story and what doesn't, is entirely up what you think. For example, I know that the Otherworld Tournament arc, is by all means filler, but I enjoy it so damn much, especially for it what brings to the table in terms of entertainment and world building, that I consider it an extension of the story. Now if someone where to query me on the regard of whether that filler arc or episode were officially part of the original story Toriyama provided, would that be case just because I think so? No, it doesn't. But I acknowledge the filler episode(s) existence enough to have the opinion that I feel as though this were connected to the story beyond something that was obliviously created to give the manga more time to get ahead.
