Is Super Saiyan Blue only achieved by the use of infusing Godly Ki with Super Saiyan?

Is Super Saiyan Blue only achieved by the use of infusing Godly Ki with Super Saiyan?
Or is there a way for someone to achieve it without the need to be a Saiyan Beyond God?

"Saiyan Beyond God" is not a thing. It exists in Dragon Ball Heroes exclusively for the purpose of pimping out more cards to kids.
Also, yes, you need to infuse God ki with SSJ to become SSJB. Goku literally states that the case. And considering Vegeta is able to sense God ki too, in comparison to other character who can't, it seems as though at some point he too became exposed to God ki, learned to control and now can tap into it at will. The anime is just terribly vague as to when and how it happened.

Whis mentions that there is a level for the Gods. I treat this as being a level for God Ki, so why wouldn't Goku and Vegeta achieve SSB once they cross this threshold for power?

Super Saiyan Blue is like a Super Saiyan who has reached the threshold to become blue. Goku was merely a Super Saiyan against Beerus when he had all of his SSJG power inside, so you can tell that he still needed to master it. Vegeta is a SSJB by means of Whis' training, so he doesn't need any "Godly Ki" when he took his regular transformation to another level, and that's what SSJG helped Goku achieve. Their power being unreadable, except by those on the same realm and not necessarily Gods, is the same thing as being asked to describe what infinite is.
