三越こども大博覧会 (Mitsukoshi Kodomo Daihakurenkai) is the "Mitsukoshi Children's Fair," held in the Mitsukoshi department store located in Tokyo (although they're set up globally.) It's a little thing for kids were you get to meet your favorite anime characters (I'm guessing guys in suits, although from the quality of the clip, I canmake out very little. Goku doesn't even sound like Goku. @__@) This one was held on August 3rd (I'm guessing around the mid 80's)...although I'm not sure (I'm seeing Kinnikuman there and that's what I'm going by.)
I'm pretty sure it is Ms. Nozawa providing the voice of Goku. It's just that the voice tends to differ depending on the quality of videos. If you listen to her providing the voice during commercials in stereo back then, it sounded a lot different from the mono-set show.

Oh, I know it was Goku's voice. It just doesn't sound like it from the quality of the clip.
