Shouldn't Zamasu have been sent to the Demon Realm?
Before becoming a Kaio, I mean. Bad Shinjin are supposed to be sent there from Planet Kai-Shin, to be with the Makaio. Somebody must have dropped the ball there.
Unless he wasn't born evil, and slowly became corrupt. But then you'd think there would have been some big red flags along the way.

Gowasu was completely oblivious to his evil until Beerus and Whis alerted him of it.

It was quite clear that Gowasu didn't really see the signs, or thought that the signs he was seeing in him, could be worked out and that he'd stay on the righteous path. Even after the incident with the Babari-jin, Gowasu still believed Zamasu was good all in all, and that he could temper his sense of justice with compassion.

I feel like Toriyama forgotten the idea of Makaioshin. He has not brought the idea since 2009.

I was writing a post before this one but this is pretty much what I was going to say. Characters like Beerus, Zamasu, or even all those DB Heroes Demon Gods may have grown out of this initial idea but that is it. Was he a bad Kaioshin? I don't remember it being implied that he did anything particularly villainous before the obvious.

I know that Gowasu was completely blind to it, but surely someone on Planet Kai-Shin would have noticed some deeper spirtiual red flags prior to even letting him become a Kaio. Unless it was a negative result of Gowasu's teachings. Either way, it seems like we have to accept either someone there dropping the ball, or Gowasu being great at inadvertently corrupting people into villains.
And yeah, this is assuming that one were to continue to take into account the supplementary information about the Makaioshin.

It's also possible that the Kaio/Kaioshin system in the 10th Universe is completely different than in the 7th -- we certainly haven't seen any Kaios in the 7th Universe that look like they're of the same "race" as the Kaioshin, after all, so I would suspect that the "normal fruit/golden fruit" division doesn't exist in the 10th Universe (that would also explain why Zamasu could be promoted up just because he was abnormally strong/skilled -- if there's no division between the Shin-jin based on fruit type and they all are basically "golden fruit Shin-jin," then there'd be no reason why an extra-impressive Kaio like Zamasu couldn't be promoted up to a position more appropriate for his power level. The sort of "caste system" in effect among the gods of the 7th Universe isn't a thing for the 10th Universe.)
Maybe in addition to not having separate types of Shin-jin in the 10th Universe, they also don't send evil ones to the Demon Realm. Maybe the 10th Universe doesn't even have a Demon Realm. We really know very little about the 10th Universe as a whole, so anything's possible.

Zamasu wasn't born evil like the Makaios & Makaisohins, he became evil through his good intentions. He wanted peace & justice in the universe, and he genuinely believed that all mortals are evil & exterminating them was the right thing.
Since they rule the demons in the Demon Realm, the Makaios & Makaioshins probably want evil to rule the world or something like that. Zamasu was nothing like that.
