You putting the Z is kind of confusing because Z refers to the Z series. Dragon ball is the overall series.

However a cool idea for a villain for a new arc would be a normal human that just uses his intelligence to try and take over the world/universe. He could realize how strong the z fighters are and kidnap one of their powerless friends and force them to make a wish with the dragon balls for him or something. Him using intelligence will completely stump the z fighters who only know how to solve problems with their power. And this bad guy would be like Light Yagame level intelligence and planing. Then at the end his wish could of been for ultimate power, and when he gets this power his relies on it instead of his intelligence and that is his downfall.
