1. He was weaker than Paragus restrained. Unrestrained would be at base Goku
2. Weaker than SSJ Goku
3. As strong as SSJ Goku
4. Stronger than SSJ Goku, but weaker than SSJ2 Goku (also stronger than Bojack and is thus closer to being Dabura's level)
5. Difficult to figure out, but I think it's implied in the what-ifs that Broly survived movie 10 and gained a zenkai to achieve SSJ3 so he would be stronger than SSJ3 Goku by a good amount
6. Again this is difficult, but if we go by DBH, he surpasses the shadow dragons and SSJ4 Goku
7. Even more powerful than last time. His appearance in Super DBH shows that he is stronger than Towa, Mira, and Dabura at once (keep in mind that these are super powered versions of these characters as well)
All in all, Dragon Ball Heroes loves Broly a little bit too much.
