The Universe Survival Arc will have a bigger budget??
I have a good feeling that the animation and fighting scenes will be amazing i don't know maybe because they have more time
thanks to the filler episodes till 5th february...Maybe it has something to do with the budget to give them more time i mean it is the first time we have to
wait really long for the new arc...Possible the best animators will join the team???? What do you think??

Budget has nothing to do with the quality of the animation. Watch this video. It all depends on the talent of the people involved and if they are given enough time or not. The lack of time and the rushed schedule has been the biggest problem of Super.
I don't see much improvement. While the fillers are definitely being done to buy time for the Universe survival story arc, but the involvement of the regular staff in the filler episodes is worrying. I hope Tate is given enough time so that at least his work will look good and I also hope Higashide doesn't pop up in every single episode and waste himself.
As for the best Toei animators joining, maybe maybe not. It all depends on the series director and the episode director of that specific episode and whether he has connections with them or not. Toei has announced other projects and there's already some of its shows going on. The resources are stretched thin and there's chances they're too busy. Super is not the best project to work at cause of the awful schedule, so they might reject working on it. I'm keeping my expectations low.

Expectations low here for similar reasons. The above, plus some of Super's staff migrating back to Precure next year plus isn't Toei working on another Saint Seiya project.
If anything Toei's done lately had budget, it was their failed 60th anniversary movie Pop in Q - http://www.crunchyroll.com/anime-news/2 ... w-streamed . That thing looks gorgeous, but no one went to see it.

As, Saikyo no Senshi pointed out with the linked video, that's wonderfully explained by Ajay, what make any for of animation or art looking consistently good is not the budget but the talent behind it, the additional support they have, and more specifically, how much time they have to work with. Expect not better or worse than what we've previously seen, in all honesty.
Yes, a new Saint Seiya anime, based on one of the spin-off manga, Saint Seiya Saintia Shō, is in production under Toei. Kaizawa has already been confirmed as co-series director of the new PreCure series and he is one of the better directors and good storyboard artists at Toei, so that already is a big loss for Super. With Kaizawa leading KiraKira PreCure, I wouldn't be surprised if he draws if not all at least most of the good Toei animators there. There's also rumors about Hatano leaving Super for the Saint Seiya anime going on. With Hatano 2nd credited, I'm worried about that too.

I may just be stupid and missing something but it seems like having a higher budget would mean the ability to hire additional established animation talent. Is there something that prevents this?

As I pointed in the video someone kindly linked above, you can throw a famous chef into a kitchen, but if they only have 15 minutes to make a meal with no preparation, it's not going to represent the best of their ability.
Since the very beginning, Super's biggest issue is time. While it's true that Super also lacks a great deal of worthwhile animators, even its best can rarely deliver something substantial due to punishing time constraints.
Lastly, a lack of animators is an industry-wide issue. There are too many shows being made and not enough animators. Everyone's fighting for staff, and with Super not exactly being the most desirable project, it's not all that surprising that it hasn't managed to gain a great deal of good staff.

Of course talent is immensely important in regards to art, however, isn't additional support and time directly tied to, and dependent on, budget? Time is money, and for all types of companies, time is valuable.

I think you're thinking about in the sense of "it costs money to keep people working for x amount of time", when the time that everyone else is referring to is "they only have x number of weeks to finish this episode in". Animators are generally paid by the drawing, so the former isn't really a factor. Super's issue stems from the show having very little pre-production, meaning not enough episodes were done by the time it hit the air. It's been playing catch-up with itself ever since.
You can only fix that now by rushing out certain episodes, taking full advantage of breaks, and outsourcing, in some cases. It's tough to maintain, and inevitably things go wrong that prevent it from being a smooth fix.
Toei spend far more money to keep Super alive than they would have if they'd had adequate pre-production. Giant staff lists with several external studios sure cost a lot more than your regular single AD, 10-15 staff list that a normal production has.

Okay that makes sense. I was hoping with a bigger budget that might be a factor in making the job desirable but the other factors seem big as well.

More important than everything else... more marketing. You can sell a low level product to great masses with correct marketing, instead of spending all the budget into art and have no kid know of it.

Music - KtK and FnF were movies with a bigger budget, but outside of one or two pieces the music was still bland as hell. Give Sumitomo all the money you want, his music suddenly won't improve. Give it to someone like Takanashi Yasuharu or Takaki Hiroshi or Hayashi Yuuki and with the same budget, you'll get a good musical score. The problem is TALENT and Sumitomo is not that talented.
SFX - TALENT is the problem again. The SFX guy, Mutsuhiro has failed to create any sort of impact with his SFX. A sudden increase in budget would be a waste cause the guy would still fail. Give it back to Arai and with the same budget the SFX will be impactful as ever.
Having more people to work at scripts - Super now has a regular team of script writers. Toshio, Fukushima and King Ryuu. The problem isn't the budget, but no pre-production. Scripting is a pre-production thing and with no pre-production scripts are rushed as well just like other staff. Even though, in the Trunks arc Tomioka Atsuhiro who is a pretty fast writer wrote some good scripts and might have even assisted others. People did enjoy the arc, at least in concept, so it was a success script wise. Even if they get a lot more people and they're given no time, the result will be the same. Besides, isn't the quality of the particular writer more important than how many people are writing?
BG art - There is a BG team if you look at the credits. It's just that they aren't that good and are rushed. Lack of good talent and time is the problem.
Outsourcing - Super has relied on outsourcing, sometimes even almost entire episodes to Toei Animation Philippines and to Korean and other overseas animators. So, Toei is spending a lot of money already cause outsourcing costs y'know. They are outsourcing it to TAP and Wanpack, and they aren't that good. But, I will agree that they should do more outsourcing to buy more time for the in-house staff. Outsourcing won't improve the quality if that's what you want cause the ones they are outsourcing it to are mostly bad.
Better CGi - Just like music, KtK and FnF had a bigger budget, but the CGi was terrible in those movies. It comes down to talent. Boruto: The Movie had a similar budget and some CGi too, but look how good it is. I will note that only the backgrounds are CGi. Everything else, the action, the characters, effects are hand-drawn by a singular talented person, Kobayashi Naoki. The CG backgrounds compliments the action instead of being a distraction like how it was in KtK and FnF. So, even if with a large budget the person using CG is bad, the result will be bad.
Post-production - Lack of time and talent is once again and not budget is the problem. You might've noticed the excessive use of motion-blur in some of the good animated scenes which kind of ruin them. That's how bad the composition team is. Even with more money, but rushed and not that good of a composition team you'll still get crap.
I'm not trying to downplay budget. Don't get me wrong. Money is definitely needed to produce a TV show and gathering all staff and materials needed, but it is a miniscule thing and shouldn't be considered an important factor to produce a quality anime. Time, talent and management are the biggest factors.

Isnt true that sometimes budget (and time) restrictions make even talented people look bad? I dont know if its fair to say the staff flat out has no talent.

It should have a bigger budget to accommodate all the additional voice actors needed, unless the tournament is interrupted and we don't really see 100+ new characters

Some people can pull of decent looking episodes with in a short amount of time and not much to work with. Yoshitaka Yashima is definite proof of this. He can not only solo episodes, but be able to work as an supervisor in episodes back-to-back. Definitely not saying its impossible and he deserves credit for sure!
