Reading the Episode 80 thread I realized how many people think the power or "quality" rating mentioned by Daishinkan pertained to the teams.

THE TEAMS HAVEN'T BEEN DECIDED YET.

He meant the average power of a mortal in the entire universe. For example, a universe where everyone is as strong as a Freeza mook (1500-2000) wins out against U7, where the average power may be like 200, or even lower.

It's got nothing to do with the team, there is no team yet.

Still, even if this was about the team, it would still be an average, so basically the highest power + the lowest power divided by 10. Since Goku and Vegeta are at the same level, that means you could basically divide this level by 5.

Sorry, but 1/5th the level of a Super Saiyan Blue is not low. It's basically already within the realm of a Super Saiyan God. Ergo, the team itself is on average extremely strong.

But then again, this never was about the team, it was about the average mortal of the universe.

Again... THiS mortal level isn't just POWER/STRENGHT.

Hell the conservation of Beerus and Kai have even suggested it.

But the Humans Level (人間のレベル) is suggested to be mainly about pure strength.

Even the name of "Tournament of Power" (力の大会) suggests it, with the winner (and sole survivor) being the one that demonstrates to be strongest among the other participants.

The logical explanation would be planetary development advancement; quality of life etc. Zeno didn't strike me as a God that even knew what fighting was. Whis mentions that Saiyans measure everything in power which is a mistake. And then you have that argument between ki and beerus.

Seems to me the Gods have a job to do and some of them spend their time sleeping while others are actually getting shit done.

I also believe the ranking system is based on the advancement of the races, not their strength.
In U7 most of the races are very primitive, even more so in U9. In U9 it might be because of the lack of destruction by their God, which means they might have a lot of planets populated by extremely primitive races, such as Babarians. U10 is among those with a ranking below 7. We've seen how Gowasu treats mortals in his universe, which is probably similar to how Shin does. Though U10 God of Destruction is probably more active than Beerus, who only sleeps and destroys planets based on their food.
Right now, my theory is that in the other universes the Gods are smarter/take their job more seriously. The other Gods of Destruction probably kill the most primitive/brutal races (U7 Saiyans and Babarians would probably be killed immediately if they were in U1) and also it seems like the Kaioshins of other universes actually help out the mortals. Maybe they send them machinery or important materials for them to analize and use to build technologic devices, cities etc... We've seen in the last arc just how slow the evolution is. 1000 years in the future, the Babarians were still very primitive. They probably bring down U10's score by a lot of points.
Oh, and let's not forget the manga little bit of information about the U12 time traveller. That universe is exempt from the tournament, it might be very advanced, as it took 17 years to Future Bulma, which is a genius, to build one.
