How does Rou Kaioshin's potential unlock work?

Apparently it's a state that Gohan can power up into like SSJ, and it gets weaker over time if he doesn't train. This indicates to me that it's more like a transformation rather than a simple unlock like Guru's.

Well the thing is the potential unlock shouldn't even work on Gohan in the first place since he had his power unlocked by Guru and Cell but basically it's a technique
that unlocks sleeping power (Talent not potential) in someone. If the person is more talented he would have more sleeping power since he is much stronger unlike someone like Yajirobe of course.

Grand Elder instantly drew out Gohan's available dormant power when he was a child. Old Kaioshin slowly drew out Gohan's available dormant power beyond its current threshold when he was a teenager. I think the period of time & slightly alternate method between both moments allow coexistence just fine. Furthermore, I don't think anyone remains static in their lifetime.
