If Baby (Boy Body) had chosen Legendary Super Saiyan Broly from Movie 10 to be his permanent host, how strong would the ultimate evil foe be?

Broly is more insane than just evil.

Saiyans are ruthless animals who enjoy the thrill of murdering innocents and enemies alike. That's their whole schtick. However, most saiyans were at least characterized as caring about their fellow people, and being capable of respecting those with strength.

Bardock cared about his race and apparently respected Freeza before learning of his betrayal.
Raditz remarked that Goku looks just like their father with some type of emotion or pride. He tried pretty hard to get Goku to join him and also wanted to raise his nephew as his own.
Nappa wanted to revive Raditz and outright thought he and Vegeta were friends.

Broli is an exception to this. He literally hates fucking everything. He killed his own father with a smile just on a whim.

His only competition would be Vegeta, as there are a few potential indicators that Vegeta didn't even care about his people either. In the manga, he mocked Raditz for dying and killed Nappa just because he was no longer useful. In the anime, he outright laughed when Dodoria assumed he cared that Freeza killed his people and explained that he only cared that Freeza had used him.

Vegeta cared not for anybody. He respected nobody. The writing makes a point out of the fact that he's a prodigy among the saiyans, both in terms of power as well as ruthlessness. He literally didn't possess a single noble or non-scumbag quality. Literally everything about his person was that of a scumbag.

You can say that Daimao cared for his children. You can say that Ma Junior had enough honor to leave the battlefield humbly after Goku won and showed him mercy. And these guys were literally supposed to be demons. But Vegeta possesses none of these qualities. He doesn't care about his people or his companions. He'll blindside you, stab you in the back, trick you, anything to win. He doesn't care about being fair. He only cares about himself.

So I conclude that he and Broli were on par.

Broly was acting on a his instincts which are Saiyan in nature, he is evil sure but disturbed is the right word, Vegeta was pretty evil too..

Broly was just crazy. His father was the truly evil one consciously exploiting him for his own ends.

Vegeta, Nappa, and Raditz waltzed around the galaxy murdering people and blowing up planets. I'd say they're on par with Broly.
