Kid Buu vs Evil Buu

I'm currently making a power level list for the Buu arc. But I'm having problems with how strong the gray Buu is.

What it's stated is that Majin Buu (Fat Buu) splitted up his power between the good Buu and the evil Buu. It was stated that Evil Buu took most of Fat Buu's strenght. Making it more like a 40%/60% division. Good Buu would be the 40%, and Evil Buu would be the 60%. Since they are much weaker than the original Fat Buu, therefore they should also be much weaker than SSJ3 Goku, as well as Kid Buu.

However, the problem comes that Good Buu manages to fight Kid Buu better than what he did against Evil Buu, and Evil Buu has to be weaker than Kid Buu.

Do you know how things would be here?

Well something as specific as Good Buu and Evil Buu only splitting the power of what Fat Buu had showed up till then is never stated.

I think that since Fat Buu has all that power inside him (the combined power of Kid Buu, South Kaioshin and Great Kaioshin), that is the power that is being split between the two.

This. The way I understood it, Fat Buu could only bring out some of that power when he got angry. We see some of it when Vegeta pisses him. His ki increases. Same thing happened when Satan was shot.

We don't have confirmation that is the case, as Fat Buu was resisting giving in to his anger, instead of just going with it, as he had done before Mr. Satan convinced him otherwise.
So they split yes, but if that is because Fat Buu simply can't access the power and so would naturally split or if it is because he resisted, thus instead of getting to use it, as previous, he split up in two, is up in the air.

You could move Buff Buu around. I see him as being between Super Buu and Buuccolo, between Buuccolo and Buutenks, or between Kid Buu and Super Buu. To answer your question, I believe that Good Buu was fighting to stall for time, and just took hits. Also, Good Buu only lost to Evil Buu because of the redirected antenna beam. I would assume he could keep fighting longer if he needed to.

Why would trying to contain his anger produce a manifestation of it?

It's clear as day Fat Buu's power is restricted as later confirmed by Kibitoshin. He obtained a heart through absorption and it weakened him and made him more gentle. Super Buu hasn't got such restrictions which is why he is free to fight with more power. There is no reason to assume something different would have happened if Fat Buu had decided to just let his anger take him over.

Notice that split refers to Majin Boo being divided. It's the last instance where something like that was mentioned. Majin Boo is still the same, whether he's calm without getting angry, or after losing his evil power. However, you could say that, when he gets angry, he's using both of his power, and the evil portion inside of him. In other words:

Pure Evil Boo = (angry) Majin Boo > Innocent Boo = (calm) Majin Boo

Innocent Boo is weaker than Pure Boo and Evil Boo only has the majority of Innocent Boo's power. It's not a hard concept to understand.

Fat Buu before the split at max power is at say, 85% of Kid Buu maybe. The evil gray Buu is say, 70% of that, and Good Buu is 30% of that. Which gives us:

Kid Buu: 100
Majin Buu: 85
Evil Buu: 60
Mr. Buu: 25

This puts Mr. Buu at around SSj2 level, since Goku was evenly matched with Kid Buu in SSj3, which is accepted to be 4x stronger. Of course you could interpret "majority of power" as 60%, which would leave Mr. Buu with 40%, that can work too.

Nowhere in the manga is it stated that Super Buu is weaker than Kid Buu. On the contrary, Goku says to Vegeta that if they leave Super Buu's insides unfused, they will die fighting him. On the other hand, Goku could give pause to Kid Buu. This is direct proof, you can choose to disregard it, but you'll be in the wrong.

It was never stated that Pure Boo was the strongest, he was stated to be the most troublesome, but not the strongest. Super Buu is far stronger because of two reasons:

- Goku said that he wouldn't be able to fight Super Buu at all, even with SSJ3 it would still be nothing. Super Buu just stomps him at that time.

- SSJ Gotenks was stated to be above Majin Vegeta in the guidebooks. Imagine they are around the same strenght (although I have Gotenks stronger). SSJ2 Goku and Majin Vegeta are a 2, as well as SSJ Gotenks. Logically SSJ3 Goku is a 8 (because of multipliers), who is equal to Pure Buu. Gotenks transforms into a SSJ3, and that would make him into a 16, like two times SSJ3 Goku's strenght.

That would mean that Super Buu is like over two times Kid Buu's strenght. And with Goku stating that he wouldn't fight Super Buu at all because of the gap between him and Super Buu, it's basically all covered.
