Pre Gotenks Base/SSJ + Post Base
Statements aside, what does he actually have to prove his strength?

Absolutely nothing but arguments can be made he is above many characters such as Ssj3 Goku by a good margin of power.

If there's nothing proving his statements to be wrong, then there's no reason to discard them. Which feats put 1st form Freeza >> Ginyu? How do you know 2nd form Freeza was over a million when his battle power was never scouted?

I see Post rosat Gotenks only getting 5 times stronger then pre rosat Gotenks in each form. I doubt mutlitplier would be decreased so I am leaning more towards theory of characters holding back for various reasons, here I will try to explain each one:
1) Pre Rosat ss gotenks was stated be stronger then ss3 goku when he was fighting against fat buu, and being honest I didn't see goku as supperior warrior in this battle, so clearly goku was holding back due to some reason like inexperience with that form, or just holding back to save little time but at the same time making sure fat buu doesn't kill him. This gotenks was also holding back either due to lack of experience with fusion to bring out full power or just being overconfident and everyone being in awe of him suprassing goku made him fool in this moment.
2) Super Buu clearly was stronger then fat buu(Although they should be equal as same igredients were put in both of them), however It seems super buu doesn't have restraints on bringing out more power and in short time in compare to fat buu. Due to Super Buu's performance against gotenks it seems clearly that he was also massively holding back against post rosat Base gotenks.
3) Post Rosat Base gotenks was implied to suprass Pre Rosat ss gotenks, at least the power he was letting off which was assumed as full power, that why Piccolo was so optimistic and not sure about pre rosat ss gotenks having chance against super buu, he also most likely was taking in cosideration that gotenks could transform to ss, at least he mentioned it once.
So I see it: fp super buu> ss2 gotenks > post rosat fp ss gotenks >= fp ss3 goku > post rosat expected fp ss gotenks >= pre rosat fp ss gotenks > post rosat fp base gotenks > expected fp super buu > pre rosat expected fp ss gotenks > expected fp ss3 goku ~ fp fat buu > pre rosat base gotenks.
Either that or you prefer to believe that goku got much stronger in short time through buu saga, as he revealed he could beaten up fat buu and while fighting him he clearly wasn't wining or dominating.
