We don't how big the explosion was. Enough for them to notice it. But them noticing is such a small detail that doesn't affect much, so maybe it's an inconsistency. Just not a big one. Just one of those things Dragonball does to get a point across.

I always thought that God Ki had some sort of pressure wave with it. Why they can't sense to the point to measure one's power level, they can feel the pressure changes in the atmosphere when say some one blows up the RoSaT? This is just my guess though, I'm no expert.

As much as Super's writing is really contrived, it was most likely the explosion or something, since that made a note of it the episode before.

You can learn to sense God ki. Vegeta has learned how by ep 18 and Frieza seems to know how when he powers up against SSB Goku. I figure the rest of the heroes have learned how for the sake of convenience.
