Similarities are shared in necessitating their limited usage in battle (Particularly, Kaio-ken x10 combined with Super Saiyan). However, I wouldn't think they're intended to match each other under identical contexts. Goku's containment method fully draws upon power he already possesses while Kaio-ken amplifies it higher than he may handle.

Yes because they are two ways to the same ultimate story telling destination.

No because I'm not sure their power or how they work is exactly equal. We know the multipliers for kaioken but not what the manga form gives exactly.
