So, what do they mean by ceases to function? I would think they meant the body of the angel would be turned off, dis activated, like a computer. But then, how can Whis have the role of a guide if his body doesn't function anymore? In the two images or links to images at the end, you have Beerus saying : At times an angel, at times a guide. Pretty convenient position change. and in the other, Whis says: I am just a guide who was dispatched from that side after all. When I put the pieces together, I thought it must mean Whis isn't really his body, right? So, I hypothesize that Whis is some non physical being and guide that occupies the angelic body when a new God Of Destruction appears to be its attendant.
Another question is why does Whis have a halo? Normally, dead people (or people who's physical body is dead) in dragon ball have halos. I'll list a few reasons why I think Whis has a halo.
1- When and if the angelic bodies were created (like the Grand Priest creating the arena for the Tournament Of Power), then it could be they were already dead, without host.
2-The essence of the previous occupant of these angelic bodies was destroyed without damaging the body, allowing the guides (or in this case Whis) to occupy them when a new G.O.D. appears.
3-The body was already dead (without host) when created, but the halo only appeared when the guide (or in this case Whis) became the host because the guide isn't physically alive.
