Why weren't other universes' fighters trained to use Divine (God) Ki?

Good evening all,

It's been many years since I've last posted, but with the emergence of Dragon Ball Super (and specifically SSJB forms) a persistent thought came to mind.

Simply put -Why were the other universe's fighters not trained in using Divine (God) Ki?

It would seem that once the Universal tournament was announced, the other Universes' Angels and Gods of Destruction were simply relying on their best hand-picked fighters, utilizing their natural strength and skills.

This reliance bordered on arrogance; and understandably so, given that Toppo, Jiren and the rapid development of the Saiyans of Universe 6 could match or exceed the levels of pre-Divine Ki Goku and Vegeta.

Surely many fighters would have reasons for wanting to increase their strength (Toppo to protect loved ones, Caulifla to increase her strength in general), but not once has an indication been made that the Gods of their respective universes have even considered or offered this option to their most powerful fighters.

Once Goku and Vegeta displayed their use of Divine Ki, the other universes (and indeed, a few of the Gods) were taken aback, considering that Universe 7 was ranked so low in terms of power. Surely the Gods would at least sense that certain individuals of Uinverse 7 were now tapping into Divine Ki, however fleeting it was to begin with.

By the time the tournament was announced, powerful individuals like Jiren may have adapted easily to utilising Divine ki, and perhaps Caulifla , Kale and Cabba could have made some early progress as well.

Why is it that their Angels and Gods did not attempt to train their own fighters in Divine Ki use? Was it simply an oversight, blind arrogance or inability to utilize this type of Ki at all?

That's probably the product of circumstance, plain and simple. That and the lack of any serious need to get more powerful.

Many people seem to forget it, but guys like the Ginyu Force were a universally recognized threat back in the day, and their powers were nowhere close to even 1 million. Things may have changed in Universe 7, but who knows what it looks like in the other universes? Everyone's assuming you have to be as strong as Buu or more to even count in the bigger scheme of things, yet everyone forgets that until the rise of the Super Saiyans, Freeza at 120 million was the strongest known mortal being in the universe by an astounding margin.

The U7 cast is way superior to most of the other universes, that much is clear. The only problematic fighters are Hit, Jiren, Toppo and the U6 Saiyans, really.
