Well first off, you might want to re-read the forum rules; the shift key is on your keyboard for a reason.

Anyways, daizex.com has this to say:
"DB movie 1 was produced by FUNimation along with the first 13 episodes back in 1995 for release on home video, which was edited and English Dubbed Only. The "Saga of Goku" boxset contains these episodes and the movie as they were originally produced. This version of the movie contains scenes from TV episode 2, in addition to the regular movie footage. Since then, FUNimation has redubbed the first 13 episodes with the original Japanese score (they had replaced it, earlier) and aired them on Cartoon Network, with plans for an eventual DVD release. While nothing specific has been stated, it is likely that movie 1 will see a re-release with a Japanese audio track and re-dub at some point in the future."

Also, the Newbie Guide has got a little explanation for why DB Movie 1 and the first 13 episodes can't be released in the US, but it seems like you already have some idea of that.

So, the short answer to your question is : "Maybe in the future."
