Can I even get Tien when I have beaten the first xenoverse game?

Either way, the answer is yes to both. It's just RNG whether he appears or not in XV1.

That was what I was asking. I'm having trouble finding him. I found Frieza ironically.

There is a way to "reset" the hub world, so you could run around and check if the mentor of your choice had spawned, and if not simply try again until they were there.
I remember doing this for a mentor I hadn't gotten but I do not remember the process off the top of my head.

No, best way is to go into a parallel quest and quit out at the character select screen. It resets the hub.
That was the best way I got Elder Kai to give me the golden fruit message but it’s been years sine I played that game
