If all the Hakaishin and Kaioshins coexisted in symbiosis?

Well I explain myself so that the subject is clearer
We know that the life of the Hakaishin and Kaioshin is connected if one dies the other does too, this serves to represent the balance between destruction and creation but maybe perhaps it would have been better idea, if all the Hakaishin had been "asleep or Sealed" inside the bodies of the kaioshin like tapion - hirudegarn .. for a few years while the kaioshin create life and planets, so after the Hakaishin awake, they destroy planets old and life obsolete while the kaioshin sleep, in this way the existance of beerus would be better justified and he would not be there to help goku and the others always since he would have to release "shin" some times so that there is a balance in the universe
This would also affect whis and his powers that he could only use when Lord Beerus is awake.
there be a better justification with piccolo because before he feared for shin but in the end he didn't' be strong



well what do you think? Do you think it works better? How it would have affected the plot that way? or is it ok like this?

The Kaioshin are too weak to defend themselves against certain threats like Majin Boo so the Hakaishin & Angel going dormant for a 'creation period' would put the universal order at even greater risk. This concept might help to explain where in the hell Beerus & Whis were for several decades but it adds its own greater danger to things.
