"they're". They. Are. They're over there.
Anyway...
What do you mean by burning them to DVD? You can burn anything you want to a DVD as data. This inherently means you either don't know how to burn a data disc, or you're trying to burn a disc that you can pop into your set-top player and watch on your TV.
In a nutshell, DVD video is MPEG-2 muxed with audio, typically AC-3. Most DVD players will also play MPEG-1 Layer 2 audio (*.mp2). However, you can't just burn these... they have to be compiled into an actual DVD-Video disc image... those are the VOB files you see on a disc.

Hereis a program that encodes to MPEG-1 and MPEG-2. The MPEG-1 is free forever, the MPEG-2 encoding capabilities are only free for 30 days. This is a guide that can help you to properly encode MPEG-2 for DVD compliant specifications. I just got that off of Google, feel free to find a guide on your own that better suits your video. It's always good to tweak the preferences to get what you want to achieve from your video. Hope I helped.
